Boil potatoes. Pour hot water over grape leaves for 5 min. Chop onion and carrot, slice green onion into rings, chop mint. Zest lemon, juice it. Fry onion and carrot, add green onion and mint. Mash potatoes with salt, mix with vegetables, add juice. Place 4 leaves on bottom, wrap filling in the rest. Add a cup of boiling water, sprinkle with zest, simmer 15 min.
